Open a new image 800 by 600
Floodfill with white
Place the arch as a new layer
Duplicate image and click back to the original,
on your working image.
Adjust> Blur > Gaussian blur setting 7.00 > Ok
X out the white layer & merge layers visible
click back to the white background layer & Un X

With your selection tool set on rectangle
Draw out a square around the arch.
Selections > Invert
Fill with paper of choice & hit delete.
Select none.
Layers > Load Mask >
select wanda mask > Invert transparency unchecked * OK
Merge group
Now again Layers > Load mask
Select 183 mask > Invert transparency unchecked * OK
Merge group.

Now add your tree this will place behind the arch,
you can apply the gaussion effect once you have it possitioned.

Copy & Paste the Flower
add a light drop shadow.
Image > duplicate image > Mirror.

Copy & Paste the teddy in a pot
add a light drop shadow.
Image > duplicate image > Mirror.

Now copy & Paste the other teddies , place to your liking.
add a light drop shadow to each.

Now with your presetshape tool , set on retain style,
draw a circle see diagram

take your text tool and make sure you have the "A" set on a slant.
Type out words of your choice.
on the layer palette,click on the plus sign. then x out the vector.
Add a drop shadow.

Crop & Save as
